Proportion 65 is basically exempting the use of harmful chemicals hazardous to humans. California was the first country in 1986, showed the concern of exposure to toxic chemicals. The initiative was Safe Drinking Water and Toxic Enforcement Act of 1986 known as Proportion 65. Proportion 65 requires the state to publish a list of chemicals that causes cancer, birth defects and other reproductive harm. This list has to be updated every year. The list now contains more than 800 chemicals from 1867.
This proportion 65 requires all the businesses to inform the California government on the amount of chemicals used in their products. The Environment Health Hazard Assessment looks after the Proportion 65 program.
The Prop 65 Consultants implements its final rule in Health Canada on February 11, 2015.The implementation is for several years and the Canada’s implementation of Globally Harmonized System of Classification and Labeling of Chemicals Is similar to that of OSHA’S implementation by the United States.
All the companies have to comply with the deadlines of the new GHS. Manufacturers and Importers scheduled June 1, 2017 and for the Distributors scheduled to June 1, 2018.
Canadian Environment Protection Act
The products containing the microbeads cause toxic to the environment. The Canadian government is taking strict precautions and has launched a mandatory survey completed by the importers, exporters and whosoever using microbeads in their personal products in Canada. The survey focuses on the microbeads used in the cosmetics such as face wash, exfoliation or cleaning in the human body releases toxin to the environment and causes threat to water bodies as these microbeads is released in through water.
Microbeads are made up of synthetic polymer which varies in size from 5 mm to 0.1 micrometer and is solid. They are widely used in cosmetics like body wash, face wash, body lotion, shampoos, facial creams, or for cleansing the body. The survey is launched mainly to know the production rate of these microbeads within the country, which will enable them to either support them or banned the microbeads which are non biodegradable. The Canadian Government than can name these microbeads as “Toxic substance” and put them in the proportion 65 list.
It is mandatory to fill the survey only if the Importer, Exporter or the Users in Canada import, export or uses an amount of more than 10 kg microbeads in any mixture or personal products which are to be applied on the human body, which are then released to the water.The Government has issued a mandatory notice to be completed and complied from the importers, exporters and manufacturers who used polymer substance in their product in the year 2014. This is to enable them to calculate the amount of thread caused to the environment and health. They are used in drugs and cosmetics. They are chemical substance made through the addition of similar molecules to create a larger molecule with the extraction of water or alcohol. It’s noticed that 302 polymers substance are qualified to be documented.Thus Canada is taking initiative to safe guard the people lives and trying its best to keep the hazards at bay.
